The system of appointment is full of deficiencies and as a result many inefficient and substandard persons get appointed and after words all sort of poor quality of works and service follows. They voluntarily work overtime to get favours and also oblige persons to defeat the straight forward and good persons and so the game continues. It is the same case in politics . more
Talk is about Group A,B,C categories. What about thousands of employees appointed on contract basis and have to work without salary increase and other benefits. They are not even regularised . By ignoring their plight how motivation can be expected from Govt. functioning. Govt. must consider and do something for such employees. more

Good move to motivate government employees. But many private sector employees are getting demotivated due to the following. 1) Lack of progress irrespective of hard and productive work / performance 2) Insufficient salary 3) Overload of work 4) No fixed timings 5) Boss is always right theory 6) Ill-treatment 7) Retrechment takes place starting from the lower level and top level employees are secured. If we take care of above points, we can succeed in motivating all government employees also. more
One big issue is that the junior or grade b employees have a much less of a curve as compared to IAS, IRS others who are the final decision makers. more
