Need driving license re-validations for road safety

We need a de-monetization type exercise for driving licences in India - the only way to restore road safety.

Has to be done in steps like this possibly:

1. All existing DL holders must take a computerised multiple choice re-test on road safety at an RTO. For example, pass a test which has 30 road safety questions chosen at random by a computer from a pool of 300. Only 30/30 is a pass mark. This will re-validate knowledge of road safety and unlock 'Level 1' of DL. If this is not done by a deadline, cancel all licences that don't take the test.

2. Open a 3 yr window where all existing DL holders must pass a basic 2 and/or 4 wheel driving test at an authorised centre, after passing the online test. Test recorded in CCTV for audit. This will unlock 'Level 2' of DL. If DL holders do not pass, cancel the licence.

3. Within 1 year of 'Level 2', DL holders must pass a tougher 'Level 3' driving proficiency exam. Give up to 7 attempts to pass and if still failing, cancel the licence.

Link motor insurance policy to drivers holding DL, and premium is highest at Level 0 and lowest at Level 3.

Meanwhile start a similar process for issuance of new DLs.

First catch the ones who drive without licenses. I have seen young kids driving those tractors carrying kids in city roads openly. Several kids in schools and colleges drive 2 wheelers with no license. The parents should be arrested. The penalty should be severe to curb crime. Prosecution is no good if offenders get away especially those with money and power What happened to Poona Porsche car case. No one talks about it. There are so many such cases. Rape is not a rarity . It is a daily occurrence .Sometimes it feels like it had become the sport of the rich and powerful. more  
Civic and traffic sense is worst. CCTV footages are of no use as violations continue rampantly. more  
So by giving re test, RTO/ officials will be the happiest persons on this earth on making money.Even if you get full marks, they are experts to manipulate system. Most of the time, the track will remain non functional and then agents will have role to play It is like someone has clean track record but still police take money for passport verification, if you don't pay, passport will get delayed or confused negative report will be sent. If you go through grievances portal, you have to live in same areas. more

Reply Sorry ! Already the Traffic police are busy in controlling traffic. Many times, such doubt arises as how they are recruited to operate as traffic Police . Again, even after passing such test and driving license being revalidated -are we safe on road when we are on talking in mobile when we are riding and overtaking from left and even running our vehicle on foot path. It is only public awareness as to speed limit, lane discipline only can help.
