Need law against black marketing

There is an urgent need to have a law in India that prohibits black marketing and leads to instant punishment.

Be it bottles of water or cricket match tickets, black marketing is happening across the country and seems all administrators have turned a blind eye against it as there are inaction benefits they get.

In most cases the vendor engaging in it is hand in glove with the authorities. Ultimate loser is the consumer who pay 5x-10x for a product/service that is priced at X

Can everyone share their experiences and perhaps LC mgr can escalate this to Govt. more

In the Judicial System inherited by our country from British does not have any provision for instant justice. A few years back I had complained to Director of Legal Metrology regarding Cinema halls charging Rs.60 for water bottle in a Mall whereas the same was available for Rs.20 in Food Court of same Mall. I received his reply that Packaging Act provides such pricing. Then I took up the matter with concerned Ministry and Packaging Act rules were amended w.e.f. January 2017. I was able to buy a water bottle at Terminal 2 of Mumbai Airport for Rs.20. However at Dehradun Airport I had to buy a bottle of 500 ml for Rs.30. On returning to Mumbai I checked amended packaging Rules and found that Govt Babus had left a new loophole in the rules. It is unfortunate that criminals convicted of heinous crimes of murder and rape are set free by higher courts. Today there is no fear in the minds of rapists, murderers and militants as they know that they will not be hanged even after being sentenced. more  
Instant punishment is what is needed & this can not happen in Democracy. Any solutions? more
