Pan Beetle leaf and tobacco spitting in public spaces

The Indian habit of spitting in public spaces is very harmful to Health and also very unclean and revolting.It is very bad to see red spit on Government Department walls.The government departments should display fine warnings.even police should be empowered to collect fine like they are doing for plastic bags in Maharashtra.
The Pan shops should be asked to provide compulsory spittoons near their shops.they should clean them daily or even lesser period.They should provide water for heir customers to gargle and clean their throats.they should provide drinking water.This should be monitored by Local bodies under the Shop Act.
In case individuals are caught spitting in public spaces they should be fined immediately.Hope some State governments take lead in making a law and implementing it.
It is very difficult to expect this from northern states for obvious reasons.Hope some southern state takes the lead and shows the way. more

Luckily in the common scene of paan stains and in office premises ans staircases in Tamilnadu is done with . Tamilnadu people have become somewhat aware of the nuisance and ugly look of paan stains . Yet migrant workers do it and spoil the place. more  
The suggestions for pan shops are neither workable nor pro solving the issue of spitting on roads, public places and public premises. the only way is to make this bad habit a punishable offence and the concerned should immediately on spitting in such places should be caught red handed heavy fine should be recovered immediately, failing which such people should be sent to jail for a week or 10 days or so. There is a pro-verb in Hindi "lath ka bhoot baat se nahi manta". The government must have now clear cut policy on the issue of cleanliness. The government had been enough liberal during last four & half years. Its time now to act with firm hands. more  
The cleaniness is not mearly absence of offending material but a mind set . Maximum awareness from all available sources, preachers fromm places of worship, teachers from schools, senior citizens, and head of each family, must put in concernated effort to bring about change in thinking of all Indians. Government, Muncipalities and Gramsabhas should punish the offenders without fear or favours. The fines should be so heavy that it should break the back of the offender. Why doesn't any one dare to spit or throw rubbish around in Singapore? more  
I agree with Shri Ranjit Biswas that once a law is framed it must be enforced with a firm hand. Spitting is done at any place and it is almost impossible to be vigilant at all places all the time with Police/employees on roll. Possible solutions appear to be as below:
[A] Have Cameras every 250 meters along all roads and monitor spitting actions by computer program. Take further action through Police equipped with photograph with date and time.
[B] Involve all people as Police force by giving Reporter (with evidence by way of clear photograph) 20 to 50% of fine
amount.
[C] Keep the fine heavy say +Rs. 500/= (It should give attractive amount to Reporter) and also punishment of at least one week of R.I. The culprit should be asked to clean road for at least one hour every day of R.I. and the location of such road should be near his residence address.
Implementation of Law is all Important, without which law is useless. Unfortunately we are in that situation.

As I commented in an earlier post, we should bring in Social Scientists to draft curricula at primary and secondary education level to tune the attitude of the students from childhood onwards. more  
those found spitting at public place must be fined heavily including imprisonment. more  
Pan is useful for digestion and some people can not stop. Who is allowing these beetle shops to open their counter in the office ???? Why no penalty on the shops and there should be penalty of the person found spitting in the corners. more
