Performance System of Railway Officials

Below are the key inputs from you on the new Railway Leadership KRA metrics. If you have additional inputs on the same, please let us know.

1. On time performance of passenger as well as goods trains should also be a part of the metrics
2. Some negative points should be added if the customer satisfaction score is not up to the mark
3. Targets should be set for passenger grievance redressal which will also help in performance improvement of the officials
4. There should be a measure to find the population switching over to train from other modes of travel like car, bus, flights etc. if the number is positive YoY, the officials should be credited for it
5. Passenger amenities which includes cleanliness, garbage collection, toilet stink besides comforts should also feature in the Key Result Areas
6. Revenue earned by Railways by operational improvements should also point towards better productivity
7. One important KRA should be "how to develop the involvement index" of the railway employees so that sense of belonging could be seen by the public in the attitude of the railway employees. An increase here will only improve the productivity of the railways resulting in the profitability. more

Performance System of Railway Officials Very good 7 points for implementations : Highlight on Point No 4 : There should be a measure to find the population switching over to train from other modes of travel like car, bus, flights etc. if the number is positive YoY, the officials should be credited for it . The most popular mode of transport compared to other modes is no doubt the Indian Railways. The following are the attractions to adopt Rail mode of travel : 1. Cost is low compared to air and Super luxury Buses 2. Speed and comfort in Railway travel 3.Less oscillation and jerk compared to road travel 4.Ample Available moving space in the compartments compared to all other modes. 5. The convenience to use the Toilets at any time 6. Destinations stations are much more comfortable spacious compared to Bus stations. 7. Railway stations are much more safer to wait than Bus stations . 8. No movies or loud music as in buses. 9. Less possibility of accidents against high speed travel compared to road. 10.Reputation of the railways from 1853 and Indian Railways since 1951. 11. Confidence in Railways ,as 23 million passengers use Indian railways every day. The above are the boons accrued to the Rail passengers / customers, through the sweat, sincerity and hard work of railway staff and officers; may be rarely the initiative of the Ministers then. The staff who joined much later ,after the Railways were shaped well have just walked into comfort zone . The pre Independence Rail passenger always felt the railways belonged to the British [with all the VIP culture , and un warranted privileges given to the railway staff – as a result majority of staff and officers felt they were as good as the British Babus. No one had the guts to approach with a complaints] Post Independence all Indians have contributed to the growth of the Railways , through their faith, trust and hope on Railways and their love for the majestic organization. And post 2014 we feel like Rail customers and kings and no more just passengers. Thank you Mr. Railway Minister . So it is but natural, that the expectations and the demands of the post Independence railway customer is different . These 18 months that I have been reading the valuable chats of the members and posting for “Transform Railways “ there have been good amount of constructive criticism, demands and also valuable suggestions to make railways better. Most of the posts, chats were on Hygiene and cleanliness in trains as well as platforms, retiring rooms ; IRCTC’s stubborn ticket booking style, that is not at all customer friendly [we are customers not just passengers any more ]; T.T.E corruption, Safety of women in stations and compartments, Overcrowding causing deaths , Rail crossing deaths , Escalators/ ramps to replace 35 to 40 flight of stairs, and recently students using railway premises for their internal rivalry. Suggestion : 1. Compile the above posts suggestions . 2. Start delegating the responsibilities immediately to different individuals , not departments. [it will be delayed by 2 weeks .The customers have already waited this long.] 3. Supervise the implementation of the point by point program. 4. Share with the Transform Railways time to time, who will give a feed back in the forum to asses the quality of work done. -Jai hind . more  
While travelling in European Railways, I have noticed various type of Surveys are being conducted among passengers by the authorities. In certain occasion, the officers obtaining the information as per the prescribed format. Sometimes, the officials are seen counting the numbers of passengers getting in /out at various railway stations. The platforms,itself, the officers distributes Questionnaires to the waiting passengers for completion and return. At times, it is seen that the officials are computing the data such received from the public. According to the data/opinion collected from the passengers are being used for determining the requirement of coaches,stops etc for a particular service. I understand,such surveys are conducted by retired officials and senior citizens. I put forth this points for consideration for implementing in our Railways too. Amongst passenger amenities, the most important one in my view is provision of clean potable water at all stations without fail. This would have a beneficial fall out in that sale of bottled water will come down. This will have a cascading effect in that the volume of plastic garbage will come down drastically.
