Preventive Vigilance in Central Govt- Your inputs
As India commences its Vigilance Awareness Week 2017, below are your key inputs on how preventive vigilance should be implemented in the Central Government. Kindly review and share any additional inputs you may have. We will share your recommendations with topmost leadership in the Government and the Chief Vigilance Commissioner.

Preventive Vigilance – Processes and Systems that Central Government should implement
1. Complex rules and procedures should be identified and simplified
2. IT should be introduced at every step to enable transparency and minimize discretion
3. Every Central Government employee should be trained on the same code of ethics and integrity every quarter and made to sign a recommitment declaration
4. The culture of honesty should be promoted by recognizing officers based on feedback from various sources including Citizens, Other Government Departments and Vendors
5. All Central Government employees should be made accountable for their work through specific KRA objectives
6. Promotion and appraisals of Central Government employees should be based on delivery to objectives, speed of delivery and adherence to code of ethics and integrity
7. Officials should be sensitized towards the problems of the people through field trips taken as a common citizen
8. Investigation against Central Government Officers should be initiated only when there is some valid proof of wrong doing, not a mere allegation
9. Central Government officers should be empowered to take decisions and provided due support in case of an investigation
10. The complaints with proof made against a particular officer or the department should be seriously looked into
11. There should be a time limit to dispose all types of cases within vigilance
12. Regular review of the performance of vigilance staff at all levels is essential to weed out the culprits and restore confidence
13. Vigilance staff needs to be in sync with the latest methods of corruption and fraud through training on technology as well as by understanding it from a citizen/business perspective
14. All the funds allocated in the name of different schemes must be closely monitored for implementation
15. Past cases should be brought to notice of concerned departments & care should be taken to avoid repeating similar happenings in future by integrating them into learning
16. The real case studies should be incorporated in the quarterly training and recommitment exercises done quarterly
17. During national vigilance awareness week cases from cross departments and ministries should be discussed with other related departments and ministries. more

While joining the service, an extensive training is necessary on the subject. People in decision and process should be aware of DOS and Donts.in functions . Trust oriented responsibility is vital in every levels. Procedure should be reviewed time to time to straighten progress rather than doubting individual. Top boss should make example of honest attitude . more

It is very common in PSU/Govt. departments that CEO nominate any unqualified person as Vigilence Officer & arrange to make report as per his/her will. It should be avoided. more

absolutely true! rather vigilance/audit/internal audit dept are used as dumping yard ! further, in psu/govt dept people with reservation benefits hide behind the benefits to do corrupt practices. more so , with people ( roughly 80%) who are converted to other faith but fail to declare so (not entitled for reservation benefits), form a union among them self with in the organisation , with other psu/govt dept people to find easy escape route after committing the corrupt practices. GOI, should come out with a mechanism to weed out such people who indulge in large scale of corrupt practice but always find easily the escape route! this happens at even the highest level in psu/state and central govts! more

WITHOUT MORAL EDUCATION IN EVERY STAGE ITS IMPOSSIBLE TO RESTORE BHARATIYA CULTURE AS DEFINED IN 'INDIAN PHILOSOPHY' WHICH FOREIGNERS ARE TRYING TO LEARN BUT INDIANS UNDER INFLUENCES OF CONGRESS/COMMUNISTS/ JD(U)/ ETC RTC ALL PARTIES OF UPA ARE HATING! ITS TO BE KNOWN THAT EVERYTHING IS CREATED BY GOD AND IS RUN BY GOD'S WILL! SAME GOID HAS LAID DOWN PROCEDURES AS IN 'SHASTRAS' !FOLLOW IT TO BE ELEVATED OE DISRERAD IT TO BE BORN AS ANIMALS /TREES/INSECTS ! THDRE IS NO INSTRUMENT IN SCIENCE TO SHOW IT! ITS TO BE LEARNT FROM ADVICES OF REAL GURUS NOT LIKE RAM RAHIM OR ANY OTHER LUSTY ONES! WORLD WILL BE PEACEFUL OR ELSE BE PREPARED TO FIND DESTRUCTIONS IN A HUNDRED YEARS! more

First make the govt websites working without any errors. BSNL website gives constant error to view the bills. Have the websites with correct & usable information. The websites are dated & have no updates. They are having Year 1942 information posted on their website. more
