Procurement in Railways – Key Issues as outlined by citizens
1. The tenders are manipulated
2. Tenders are not opened publicly
3. There is a high level of corruption in procurement
4. Payments are not released without getting a cut
5. There are cartels for some types of work, especially those related to earth work, track laying etc.
6. Orders are given to bogus contractors
7. Sometimes goods are purchased for more than twice-thrice the time of its original value
8. Goods of inferior quality are supplied compared to what is mentioned in the purchase order
9. People operating the purchase department do not have in-depth knowledge of procurement
10. In centralized procurement, the purchasing power is left in the hands of a few individuals
11. In de-centralized procurement, the cost of the purchases becomes high
12. Often, more than required quantity of goods are purchased more

It is a BIG curse in our system. Almost each individual who is vested with certain powers to buy, indulge in corruption in one way or other. Even TOP ranking officers including Ministers are not an exception. ACTION ACTION & VERY HARSH ACTION is a key to contain it to some extent not to remove it altogether. Yes, of course it will take some time to show the positive results. more

Take initiation from the top to bottom to minimise corruption in all areas. As long as greedy humans exists corruption will persist. Try at all levels to minimise it. We must change our mind set and attitude to discriminate Rs.5/-Cr. looter and Rs.5/- looter. Govt. and the Judiciary should not keep them in the same balance and punish them in the same way for the sake our Nation. more

very difficult to avoid corruption in procurement - unless you change the mindset of the staff & the people involved. Slowly have to minimize it, with rigorous quality standard checks. more

corruption in procurement is prevalent in every govt. department and railways is no exception. Procurement action should not be placed on Railways but an independent private organization involving MNCs such as L&T, Tata. But, procurement by them and through them is costly since they adhere to standards of material bought by them. Railways accept inferior quality of material if it is not related to running of trains or railway safety. This is a vicious circle. Only solution is burn down the house. Privatisation is only solution. This is impracticable with Railways. more
