Query pertaining to GST input

We are a public relations consultancy headquartered at Chandigarh. I have two queries mentioned here under ::
1. What if one of our clients needs public relations services in say Nepal, Bangladesh and / or Srilanka and we outsource it to a local company over there ? How will they (the local company) bill us and how will we bill our client ?
2. What if one of our clients needs public relations services in say Meghalaya and we outsource it to a local company over there ? How will they (the local company) bill us ? Will the tax be IGST or CGST & IGST in their bill ? And how do we bill our client if the client is based out of Chennai ? Shall we be entitled to any input of GST ? Kindly help. more  

Yours is a complex issue and you need to disclose some more facts. Will any of your employees or resource be present in the location outside India or in any other State in India where your client would be located. What is exact nature of activity as the description you have provided and the work you are outsourcing does give me understanding of your activity. Not all the services provided from India are exempt from payment of service tax when exported. Services out sourced to entity located outside India also need to be described to ascertain whether you will pay tax under reverse charge or not. more  
export of services is not covered under GST. However, input credit is available against Export sales. n India services, u shud charge IGST more  
To my knowledge service provided outside India is not covered by GST. more  
1.It should be treated as Export of services.As such you should charge IGST on your bill to clients.The outsourced(local company) should charge according to their own country law.
2.You should charge IGST on the client located at Meghalaya.You should also charge IGST on client based out of Chennai.
3.As you are not paying any GST on your input,you will not be entitled to any input credit.However if you are purchasing any thing where you are paying input tax,you are entitled for ITC. more  
Service provider outside India is not covered by Indian GST. You have to charge GST in your billing in India more  
I too do need to know all this in detail for people all around . more  
The essence is that GST registration state wise is essential,because the tax is based on turnover,and in that part is to the state government. more
