Railway Budget 2016-17 Inputs

Here is your first round of inputs on what should be the focus of Railway Budget 2016-17. Kindly review and if you have additional specific inputs on initiatives that Railways should include, please share them

Inputs Set 1 for Railway Budget 2016-17

1. A coach should be reserved for ladies in all trains
2. Railway land/quarters should be sold/leased to generate more revenue
3. The speed of the existing trains should be increased in a planned manner
4. Quality of food served in trains and on stations should be improved by getting bigger names like Haldirams, Sagar Ratna etc. involved
5. All lights inside the trains and on stations should be replaced with LEDs
6. Instead of increasing fare a cleaning cess maximum up to 10% may be increased in sleeper class and higher classes and used under set norms
7. More chargeable retiring rooms should be constructed in the upper floors of the stations
8. Package and pilgrimage tours division should be strengthened
9. The ongoing projects should be reviewed and the ones which could yield profits quickly should be completed on a priority basis
10. Basic facilities at all stations (Drinking water, Waiting room, Clean Toilet, 2 Food stall etc.
11. The freight system should be modernized and online parcel bookings should be started
12. Railway should open itself as a medium for extensive advertisements
13. Railway should introduce a nationwide Cold storage chain at & around railway stations on PP mode to increase its earnings
14. CCTV cameras should be installed inside trains and on stations. more

The Average Speed of Train in India is very low than Other Countries. It must be Increase as soon as Earliest. more  
Employ retired persons to keep vigil on railway assets . These people will be more dedicated to look at the safety of the assets and can offer valuable suggestions towards it more  
Sir, i wish to project the following as input to budget regarding advance reservation of rail tickets. Due to multiple tickets being booked by some passengers on different dates and by different trains, it becomes difficult for those passengers to get reserved tickets, who need to travel at later dates in reserved coaches due to which they have to resort to Tatkal reservation only, which is a herculean task. To mitigate this anomaly, i wish to suggest to bring down the reservation time to 10 days in advance for long distance trains and 2 days in advance for short distance trains as those who could predict their journey many months in advance could as well predict in shorter periods. If reducing reservation period is not acceptable then at least following could be considered:- 1. only 25% of tickets per train should be sold on advance booking done from 120 days to 90 days before the scheduled departure of every train; (first slab) 2. only 25% of tickets per train should be sold on advance booking done from 90 days to 60 days before the scheduled departure of every train; (second slab) 3. only 25% of tickets per train should be sold on advance booking done from 60 days to 30 days before the scheduled departure of every train; (third slab) 4. only 25% of tickets per train should be sold on advance booking done from 30 days to 1 day before the scheduled departure of every train; (final slab) Cancellation and refunds: 1. in case of cancellation of reserved tickets 10 days before the scheduled departure of trains excluding the day of journey, 50% refunds on basic fare is admissible (no refunds for reservation, super express & other charges); 2. in case of cancellation of reserved tickets 10 days to 1 day before the scheduled departure of trains excluding the day of journey, 25% refunds on basic fare is admissible (no refunds for reservation, super express & other charges); 3. no refunds on cancellation on the day of journey or for no show. This is sure to discourage multiple bookings by passengers and touts and ensure room for those travelling at a later date. Hope my proposal would be considered. more  
Also cancellation charges of 120/- is way too much, that too with 4 months of advance booking period!!!! It's a loot, and a big setback for common middle-class & lower-class people!! GOVT. PLEASE CONSIDER THIS. more  
Make all stations in India digitized so that passenger should not run for the coach. everything will be displayed. Also, the cleaning staff of Railways should maintain neatness and cleanliness at platforms and railway lines. pumping of water, through waste material etc. to be maintained neatly. more
