Railways taking advantage of passengers by creating uncertainty

So Railways earned 9000 crores in 3 years from ticket cancellation charges and non cancellation of waitlisted tickets. This is 3000 crores a year.

Here is the set up. People because of wait listing end up booking tickets in 2--3 trains. They go to the station, get confirmed and because of uncertaintly dont cancel tickets in the other booked trains which may get confirmed. Those seats become available, railways never comes to know of it that the passenger hasnt boarded and then the tte sells to unreserved passengers and makes money.

perhaps this circle should come up with a solution where this certainty and penalty is minimised. Railways will ever do it because they will loose revenue like the 120 day in advance booking. but people should demand. more

Railways have changed the advance booking period from 1 month to 4 months but the situation is always the same. Also the Agents booking train creates problem for people who self book the tickets. But it is tendency of people booking in 2 or 3 trains simultaneously and then asking Rail min to refund the amount. See the govt is not asking you to book waitlisted tickets but there is cost involved when you book a ticket (Confirm, RAC or W/L) be it manpower and stationery or maintaining the server. So do not expect that you should get full refund on waitlisted tickets. Non-cancellation is mostly for window tickets where the person doesn't go to station for cancelling the tickets then why would the Railways bother? For online booking the refund is automated and hence boarding of waitlisted passenger is barred for those passengers. And boarding for waitlisted tickets is barred for AC coaches as there were complaints from the passenger circle of nuisance from waitlisted ticket holders to them. Be practical and book ticket where you get confirmed seats. I don't understand why income of railways is a problem for anyone? No one questions when the airlines ask them for double the fare and charge min 1000 per person for cancellation. more  
Still I wonder there is no response from SC for PIL filed against the refund of complete amount for cancellation of wait listed ticket when the ticket is not getting confirmed due to the railway. more  
Sir have you file PIL against cancellation charges. Than please file PIL against Tatkal charges as the are black marketing public for same birth charging more means if business men are doing black marketing on scarcity they are doing illegal. But if Railway or Govt doing it is fare. more  
Railways can not do anything in uncertain situation where waitlisted tickets are issued. But they can certainly see that waitlist is genuine. However in reality waitlist gets generated due to agents who create shortages and make money. If it is difficult to control agents, eliminate them. People should be encouraged to book online and Railways may make additional centers for booking tickets wherever warranted. more  
If Railway is earning Rs. 9000 crores from Cancellation charges, then it is a matter of great concern. Home the Railway Ministry will visualise and take corrective steps. more  
No solution needs to be given in this issue. This is simply 'loot' and complete injustice to traveller by railways. I've always been against the charge on waitlisted tickets. Why do we pay if we got nothing-no seat, not even the right to board the train. Then what did we pay for? more
