Reducing Railway Vulnerability to Terrorism - Addl Inputs

Reducing Railway Vulnerability to Terrorism

1. A feasibility study could be done of monitoring complete track network through a satellite for any act of disruption
2. Village panchayat and city authorities should be delegated the responsibility of keeping a vigil on the tracks passing through their area
3. Like airports, only passengers with tickets should be allowed entry into the station
4. Baggage limits should be set as per the train/duration of journey
5. Bags should be properly screened before entering the station
6. Luggage identification should be done in all trains on board by the TTEs
7. Checking of the luggage should be outsourced to a private agency which is trained like air ports
8. CCTV cameras should be installed on the platforms
9. The doors of the train should not open while the train is moving or has stopped somewhere other than the station
10. Development & implementation of STSS (Space Tracking & Surveillance System) should be done for the surveillance of the unmanned railway lines
11. Parking shall be located away from the station structure and separated by physical barriers
12. All vehicles entering the station should pass through an automatic vehicle scanner installed underground at vehicle entry points and connected to central control room for monitoring
13. Vehicular access to station operation area should be limited to the drop off points and parking in specific areas should not be permitted at all
14. All station entrances pedestrian access ways that are adjacent to vehicular pathways and must be provided with tight security
15. Emergency evacuation plans should be displayed across the station
16. Any structure that shares a wall with the station structure or is on the perimeter boundary should not have an opening into the station area
17. Illegal vendors, beggars, rag pickers & illegal coolies should not be allowed neither in the train nor at railway platform
18. Regular mock drills should be carried out across the stations
19. RPF should be trained to operate in case of terror attacks
20. Train operator should have CCTV at important points with good communication with vigilant RPF or equivalents
21. Like in Israel, all staff should undergo basic sensitizing program in identifying suspects, suspect activity, IEDs etc.
22. Walking through railway track should be made an offense punishable under law
23. Automatic cameras such as used in wildlife can be used to detect any unwanted movement/ sabotage of railway tracks, with proper monitoring by GRP. more

in some part of west Bengal the railway platforms are mostly occupied by shops . They are not authorised by Railways. Apart from creating lot of difficulties to passengers and littering the platforms, they are a great security threat. Any body can buy them and pretend to do business for few days and can plant bombs , detonate them from distance and disappear. These shops are source of money for politicians and also used for terrorising opponents. more  
Apart from the above suggestion. the fire arm/any kind of weapon should be prohibited in the train. more  
Coaches' door should be automated and not manual. more  
It is still not clear to general public that sleeper is a separate class above 2nd sitting.Even TTEs are not enforcing this in their areas.The Press also many times refer to sleeper class as '2nd class with sleeping facility'.But to be fair to the travelling public rlys. should provide more ordinary 2nd class coaches in all trains. more
