A lot of the blame should go to the residents of Delhi. A couple of days back, we had been to Delhi. we had to travel 14 kms each way, 2 times on 2 days. One the first day, we took a cab. I took us about 45 mins to and hour to reach our destination and same with the return. The roads were packed with private vehicles and haphazard parking. There were marriage halls along the way and each of these halls had glittering lights, inside and outside and had cars parked everywhere. On the second day, we took the metro - auto->metro->metro->tuk tuk. It was a very pleasant ride. Time taken was about 35 mins and cost was lesser than the cab. No issues with last mile connectivity. Essentially, all the vehicles on the road were on the same route as the metro and most of the vehicles had only the driver. So, if these vehicle drivers, instead of blaming only the government and saying "pehle app", get off their vehicles (if not completely, at least partially), and use the metro, there is a chance that the pollution would come down. For their part, the government should crack the whip on parking violations and vehicles emitting heavy smoke (not just checking pollution certificates). more  
While your suggestion is a good one, the pollution cause by stubble burning doesnt get solved. However in South India, the stubble is buried/composted aiding to fertility of soil. Wonder why is it being burnt ? It would further help if the region switched from wheat to millets which provide better nutrition in smaller quantities and consumes lesser resources. more  
This is vote bank politics and govt in those states know the issue but do not want to offend the farmers for fear of losing votes.I had heard that central govt had developed WDC waste decomposer compost keeping in view the stubble burning to be avoided but no one is using it . more  
Stubble burning is akin to California forest fires. Instead of looking at the peaks of pollution, we should be looking at the bottoms of the pollution curves and take actions to sustain these low levels (AQI below 50) for a longer and longer periods, thereby creating a healthy baseline levels comparable to cities in US & Europe all round the year. Short term incidents like stubble burning and forest fires would still deteriorate pollution levels but with much lower peaks and less adverse effects. more  
Steps to be taken to curb pollution include Burning of paddy crop residue may be banned. Instead, such residue may be ploughed into watered soil and let it become manure; Vehicles, particularly Trucks, older than seven years may be de-registered and disallowed from operating within the city. All trucks operating on diesel may be run only on electricity within city limits by being attached to vehicles run on electricity while the the incoming trucks are on the outskirts and outgoing trucks may be run only on electricity within city limits with the vehicle being operated on diesel outside city-limits. All Buses should be operated with only electricity. Establishments like those only in Research and Teaching, Controlling Offices like Zonal/Regional/Head Offices may be offered suitable incentives to relocate to centres outside Delhi. more
