Station development,zero accidents,etc

Station development and reforms in Railways
I had worked deeply for development of Rly stations at less cost and in less time for different stations in different zonal railways and found that most of railway officials have forgotten this important field as this field was never given due importance.Any way,following are some suggestions--
1.Meeting with Local co-operatives/societies etc to represent local passenger requirements for a particular station to be done for planning of a particular station.
2.State authorities and local bodies to be involved for their assistance.
3.Some experts who have done work for station development to be involved.
4.Focus should be on less cost and less time for station development for which phase wise plan and execution can be done if required.
5.About 70% weightage to be given to passenger amenities and 30% for traffic,in station building.
6.There should be only one entry and one exit gates for passengers in any important station,closing all old entries to public,railway colonies etc.
7.All existing railway offices to be shifted in nearby existing buildings.
8.Different arrival and departure platforms like in airports to be planned.
9.Few Escalators and lifts to each platform to be planned.
10.Entire circulating area should be covered by boundary walls.
11.Enough parking areas for 4 wheelers,2 wheelers etc,should be planned along boundary wall and on both sides,leaving a lot of space in centre for free movement of passengers.
12.Very old existing bus depots/stands in station area to be shifted away from railway station.
Some more suggestions can be given if Railway Minister and Railway top officials are really interested in this important field,as my feeling till date is that none of them is really serious as all of my suggestions ,given to present PMO,MR etc.,were thrown in dust bin.
Any way ,I wish Railway,a great success in this important field,as it is my dream for last 20-25 years,to develop at least one railway station to world class standards and that too at less cost and in less time.
I am also ready to contribute in this important field in any way and without any expectations,as it is still my dream,if this local circle and any other platform can facilitate.I retired as Principal Chief Engineer from Railways in 2015,after working for 34 years. more

While the suggestions will go a long way, if implemented, to systematise the functioning of the indian rails, several of these suggestions need plenty of space for implementation, whereas, most of our railway stations including all the major & important stations are suffering from acute shortage of space. Having different platforms for arrival & departure of trains in the existing environment seems to be impracticable , as our stations do not have adequate number of platforms even to cause to depart our trains. more  
Who cares for the public? More meeting means more responsibilities, more work load, more answerable to the public. They avoid it as they don`t have any confidence !! more  
Many excellent suggestions are given by this forum for last almost 2 years now but neither Railway Circle nor Railway Bureaucracy is interested in implementing or discussing those. As usual Bureaucrats think they are best & do as per their whims. Unless all Railway employees travel by Rail on Official work, they will never realize the issues bugging the Railway. more
