start with providing waste bins every 25 metres on every street, whenever any person wants to discard something, there should a bin . This will teach him that the waste has to be put in a waste bin. We are habituated to throw things just about anywhere. If the bins would be immediately available then by default it will be thrown into the waste bin. We have a high population density in every town and city, so bins @ 25 metres is a must. Habits have to be changed.
Then these have to maintained , that is another challenge.
Again all this will require more money, are we willing to shell out or are we only going to talk talk and talk as usual. The moment it comes to money everyone backs out.
Toilets, should be available every 100 metres. Where to do when you have to do it. The males can conveniently do it anywhere, just about anywhere and they actually do it just about anywhere. Then however nicely the male urinals are made, drops /many drops will be found on the floor. How do we address this.
Females are simply ,always given a raw deal on this toilet issue. The way it is today , it appears that the Govt has assumed that the females will go home and do it. Some admin might say that they have made toilets on the highway to put you off. Numbers are used to put you off the main issue, the admin has got trained for this.
It should be toilets on every road and public place, ALL INDIANS ARE EQUAL. Again the toilets for gents and females are made together. The sight of males around the female toilets discourages most females from going near the toilets. We have to have female toilets separate and away from the female toilets. This way the female can get the privacy and feel comfortable.
Then the biggest one , maintain a clean toilet. Toilets become dirty because of droppings outside and around the pot(urinal) , outside the main area of the Indian style WC. A guy with a urgent bowel or loose motion could land droppings on the outside of the WC. We have to have the flush designed to clean this critical area , every time someone flushes. We expect the cleaner to do this, he cannot do this every time someone goes. This way the main toilet area would remain clean. Same for the droppings below the urinal, this is bound to happen and we have to have provision to flush this away. The urinal was designed to ensure that the last drop goes in there, but with our large population and the wide range of attitude about cleanliness , we have to create a flush system suitable to wash away the droppings, the stink is horrible now.
PROVIDE WATER , can this happen? Everyone , pl come up with ideas
SPITTING seems to be birth right in India. People travelling in BMW's open the door and puke the entire load of pan parag onto the street. This only tells that brains don't come with money. In fact some of them rich ( and the powerful) behave as if it is their right to do it anywhere. Take their picture and put it on TV and then a big fine. Do we have the guts for this.
All these things require great commitment and conviction to implement. LAW SHOULD BE THE SAME FOR EVERYONE, DO WE HAVE THE STOMACH FOR THIS. THE politician , their near and dear and chamchas , the govt. personnel all think that they are the kings and never get booked, FIRed or punished. Then many in the public too, the wealthy or the connected or even some educated , show their arrogance on the streets probably they feel that the law can't touch them or some for thrills or some to show off behave uncivilised.

Merit is probably the last of the quality required for a government job, in fact we should have the best talent in the government, simply because their job is no less than top executives of well run companies.
Then the politicians should not allowed to interfere in the day to day working of any of the above agencies. Because even if an officer wanted to do good , he would be transferred or enquiries put on him, so they too would not like to be the scapegoats and so reduces their involvement or commitment and eventually loose interest.

There is no accountability at the lower levels at , the unionised ones, go to any govt hospital none of these guys work or obey any orders , thanks to our politicians.

We should create a system where the effected parties, citizens in this case, will give clearance / approval that the cleaning/maintaining work has been done properly. The people responsible for cleaning/maintaining will get their dues only on receipt of approval from effected parties/citizens. From each street or lengths of streets depending on the population density a group of persons selected by the persons living in that street from among the people living on that street will inspect and enter a log book / inspection book if the work is done properly. The persons responsible for cleaning would be able to see this book and correct themselves or the job and next day again the log book would be entered on a daily basis. At the end of the month the dues will be paid/cleared based on this log book.A detailed system can be worked out.
BUT THE BASIC THING IS THAT THE SERVICE PROVIDER WILL HAVE TO SATISFY THE SERVICE RECEIVER BEFORE HE CAN CLAIM HIS DUES. WE ONLY HAVE TO IMPLEMENT THIS PRINCIPAL.

ALLOW ANYONE TO TAKE PICTURE OF PERSONS DIRTYING, SPITTING, THROWING GARBAGE , URIATING , SHITTING , BREAKING TRAFFIC RULES, ROAD RAGE AND SEND IT TO SOME SITE, WITHOUT EVER ASKING FOR THE IDENTITY OF THE SENDER. THIS SITE SHOULD BE AUTOMATICALLY PLAY THESE CLIPS ON THE TELEVISION CHANNELS IN THE RESPECTIVE VILLAGE/ CITY/DISTRICT/STATE . BASED ON THESE CLIPS THE PERSONS SHOULD BE IDENTIFIED AND FINED/ARRESTED AND FINED AS PER THE EXISTING LAWS FOR THESE OFFENCES. more

All I can say is I have personally seen a well dressed youth of about 35 throw a water bottle on a very clean railway platform when there were two dustbins just about 5 to 7 meters from where he was. Proving bins are is necessary but that is not going to ensure that people will use it. Just spend an hour on any railway station and observe what people do. Railways have installed bins on most platforms. more  
Until and unless government regulates two child policy law we cannot imagine a develop, happy, clean and healthy india. more  
Poverty, over population and indecipline are the basic reason for failure in implementing above suggestions. more  
Some element of fear of punishment must also exist. Only making rules and proving bins and toilets will not solve the problem. In any case providing toilets at every few meters is not practical financially. Moreover manning and maintaining them them will be a running cost. The total cost will be huge. more  
The dust bins will disappear within no time as this will be stolen. People should themselves change their way of behaving and throwing waste more
