A new people's TV channel in language which common people understand be started, run by known eminent/honest/dedicated personnel in public life, and which touches basic issues of public / social life & in which suggestions brought forth by participants of Local Circles are covered. Finances for this channel be collected from local people / public and those WHO DO NOT YEARN PUBLICITY FOR THEMSELVES. Accounting of finances be done by professionals. Advertisements on this TV channel be restricted to issues brought up by those participating in numerous Local Circles forums.
Views of existing participants may please be sought.

{Funding for such a TV channel would initially be a matter of concern but it is worth making an attempt; let a group, I suggest, be formed by Local Circles to start looking into this venture.}

Nice suggestion, but who will take initiative and lead. Like a TV Channel for Farmers the Government (DD) should sponsor such TV Channel. more

Totally agree with the suggested method of Mr. RR. more  
It is a great idea and local circles is great concept. But dont we as a society want hot stories, gossip, bad news etc more
