Terror Responsiveness in Cities

Last night, there were terror attacks in Paris, killing over 140 people (and somewhat structured similar to 26/11 Mumbai attacks)

While we have sought and submitted inputs to Govt on strategic actions to improve homeland security/terror protection, it is important that city administration and police in major Indian cities is equipped to effectively respond in case of such attacks.

Please provide specific inputs on what should be done at a tactical and operation level so terror attacks can be better handled in our cities.

In reality Unity amongst we Indians is a far fat distant dream no matter however we may boast of our unity in diversity Just look at Bihar result-not only Bihar is happy but Pakistan too. Look at Paris attack-in our country 1993 culprit hanged in 2015 with lots of voices opposing & Paris attackers were traced and killed within couple of days.France amends it's constitution overnight in national interest with no opposition ,no human right violations , and No Medal Wapsi.They think of nation our politics is for self and Parivarwad with few exceptions .Psuedo Seculars are winning vote banks and gain power in some states.Thus overlooking overall national interst more  
So far only slogans /road shows but delivery of even for Swchchta /basic amenities r worst as since last 70ys more  
My points are below - 1. There should be a lot of focus on intelligence to prevent terrorism. It lacked in Paris. 2. What is current response time armed policemen in case there is terrorist attack? It should be brought down significantly. It should be measured and reported. It should be like fire service. Police should be trained and have best equipment unlike Mumbai attack. There should be disaster management unit in each important cities. Policeman should have access to bike, horses and helicopters at a very short notice. more  
While all corrective steps needs upgrading the porous boarder has to be taken care of. All entry point has to be checked properly so that unauthorised entry to the country could be stropped which is the main cause of terror attack. more  
All policemen below the rank of sub-inspector should roam around their beat in cycles alloted to them from Police stations. This will automatically give them exercise. I do not understand that why our country's policemen are allowed to be so fat and bulky and why a regular drill and training is not imparted on them to make them fitter.....!!! more
