The PM is Listening - Great Action

It is stated that in order to ensure speedy execution of crucial projects, PM Narendra Modi has given secretaries more power. This major change in how the top bureaucracy works was formalised through a Department of Personnel & Training order. The practice of keeping top babus wedded to their remits has been changed. But they cannot change their age old practice of doing things. All along they are accustomed to " easy go lucky" manner working. During Emergency in Tamilnadu, at that time the Govt., followed "Compulsory Retirement" scheme where in the Officers who were to retire during next 1 to 5 years were identified with their the performance through Assessment Reports (confidential dossiers) . They were given full retirement benefits . If similar practice is followed in Govt.of India staff and officials, the quality of performance would definitely improve. The younger generations will have promotional opportunities and this will give them to think and do better performance.
2.For better performance, responsibility must be fixed for any work .
3.Decision taking for each and every matter, even if it is trial one, should not be tossed in all level. For certain matters, decision taking responsibility must be fixed at some stage, according to the importance and seriousness of the matter.
4.There must be accountability at each level of Administration for each matter. Unless this is fixed, no body will take responsibility and arrive at final decision. They will simply toss the file from bottom to top and again from one department to another for taking views or decision. This delays the matter unnecessarily.
5.Time frame for dealing any matter should be fixed by the highest officer who receives the proposal for examination. Unless time frame is fixed, no decision will be taken within short time.
6.Providing facilities for lower cadre officials for better and quick processing. At the same time administrative wastages must be curbed. more
