Thefts in Trains/At Stations- Addl Inputs

Below is a summary of solutions and key theft issues in trains/at stations in India. Kindly review them and if you have any additional inputs, please share.

Thefts in Trains and at Stations – Solutions

1. Atleast 2 RPF personnel should be assigned to patrol each train, specially between 12am and 5am and if found sleeping, suspended instantly
2. CCTV cameras should be installed on stations to keep a real-time eye on the happenings
3. Tourist information centres should be opened on every station
4. Entering a reserved compartment without reservation should attract heavy penalty
5. Beggars and unauthorised vendors should not be permitted inside the station and on trains
6. Replace chain pulling system with an emergency button where the passenger can speak to the guard rather than stopping at the pull of the chain
7. RPF should be held accountable for the thefts that happen at the stations
8. TTEs should be trained to identify and report suspects while they move around in trains
9. Replace all new coaches to coaches in metro – where doors close before departure and will open only at the next station
10. People only with valid tickets should be allowed to enter the platforms
11. During night only 1 side door of the coach should be open for entry/exit of passengers and it should be manned by the TTE. Others should be kept locked.
12. The security helpline number should be visible on every e-ticket, i-ticket and in the coach and should result in rapid action from within the train and the next station.

Thefts in Trains and on Stations - Common Occurrences

1. Many thefts occur at nights between 12 am and 5 am
2. Many incidents of pick pocketing are reported from platforms
3. Many crooks offer help to tourists on stations and vanish with their belongings
4. People board the reserved coach without reservation and run away with other’s bags as soon as the train starts moving
5. Some local hawkers, beggars and vendors are also involved in theft
6. Laptops are many times stolen after the passenger goes to sleep. The bags are left intact and the passengers does not even realizes what has happened till he opens the bag
7. Many gangs of snatchers operate in trains and at stations
8. Beggars operate a ring where they take a round of the train to gather info and then inform their team about the opportunities of stealing
9. Immediately after a train stops at its terminating station, people enter with the excuse of collecting empty water bottles. When they get a chance , they steal bag of unsuspecting passenger
10. Many cell phone thefts happen in night trains
11. Some passengers intentionally de-board with someone else’s luggage
12. Bags are stolen from the waiting rooms
13. Cases of luggage thefts are common when wedding groups are travelling as the luggage is loaded and unloaded in bulk
13. Many cases of stealing are reported from the luggage section too. more

CCTV camera should be at both sides entrance of the coach, so that any moment can be viewed, if necessary. more  
Its TTE and RPF duty to look after the issue. they wont be seen during night time and they dont bother if doors are open and unauthorised passengers enter in to.they have to be held responsible for this. more  
Yes!! many vendors and beggars roam around freely in the reservation compartments!! That is the main cause of theft! strictly prohibit them entering into trains. Make some other alternate available for the passengers to buy snacks/food! more  
Entry of unauthorised vendors and beggars is the main cause. Strictly ban them. Empower TTE with guards to take action immediately. Normally he will be alone handling crowd. Demarcation of platform where reserved coaches stop and allow passengers with confirmed tickets in that area . more  
I wish to highlight from what I had observed during my travel. 1. There is no any control on the type of people loitering inside coaches. 2. There are lot of people who pester the passengers in trying to sell their goods and they have no business to enter into the coaches to start with. 3. TTE's and CRPF staff make only customary visits for name sake and do not instill confidence in the minds of general public. 4. There is no any access control inside the railway stations as well as any trains/coaches for that matter. 5. Public are not properly educated of their rights and means of communication are not effectively used to enlighten them. 6. It is becoming difficult even to distinguish between genuine catering staff and others in disguise. more
