Railway Minister in his speech said out of 300 projects proposed from time to time only one project was implemented. This clearly shows that there is no reviewing mechanism existed. people at all levels were not giving picture even to their own superiors. too much to expect right information to the media and general public. How we can expect growth .i am happy At least this got exposed. more
IN MY OPINION TOP ISSUE IS SAFE RUNNING OF TRAIN AT A DESIRED SPEED TO REACH DESTINATION ON TIME. MAJOR HURDLE TO ACHIEVE THIS ARE TROUBLE IN LOCO,COACHES , WAGONS, RAILWAY TRACK, SIGNALING, ACCIDENT. MAIN REASON FOR THE ABOVE ARE POOR MAINTENANCE IN ALL SPHERE OF RAILWAYS. IN LAST FEW YEARS IN THE NAME OF ABOVE ONLY NEW ZONES OF RAILWAYS WERE CREATED TO ACCOMMODATE OR PROMOTE TOP OFFICIALS. i.e.  TOP HEAVY ADMINISTRATION, WITHOUT DIRECTLY IMPROVING THE EFFICIENCY OF RAILWAY OPERATION. THESE SHOULD BE REVIEWED, AND BOTTOM LEVEL WORKER & SUPERVISOR'S RATIO SHOULD BE REVIEWED. STRUCURE SHOULD BE TRULY PYRAMID. AND IN THE NAME OF COST REDUCTION NO OF LOWER LEVEL MAINTENANCE STAFF WAS REDUCED OR OUTSOURCED. I AM NOT AGAINST OUTSOURCING BUT  ACCOUNTABILITY OF PROPER SUPERVISION AND CERTIFICATION, FIXING OF PARTY'S ARE IMPORTANT. WHICH ARE NOT BEING DONE PROPERLY RESULTING POOR PERFORMANCE OF OUTSOURCE ACTIVITY AND LOOTING OF RAILWAYS MONEY AND GENERATING MAFIA'S IN THIS FIELD WITH LOCAL POLITICAL PROTECTION. IN MY OPINION TOP PRIORITY AND ALLOCATION OF FUND SHOULD BE GIVEN TO MAINTAIN ROLLING STOCK,TRACK INCREASE THE MAINTENANCE TIME OF ROLLING STOCK. REPLACEMENT OR ADDITION OF ROLLING STOCK. ALL THESE ARE MORE IMPORTANT THAN ANNOUNCING INCREASE OF RAILWAY SPEED OF PASSENGER TRAIN. IN MY OPINION RAILWAY SHOULD THINK OVERALL INCREASE OF GOODS TRAIN SPEED SO THAT TRACK CAN CATER MORE TRAIN IN AS GIVEN TIME. ALL PASSENGER TRAIN STOPPAGE INCREASED DUE TO POLITICAL PRESSURE SO BE REVIEWED IMPARTIALLY. FURTHER ECONOMY OF ALL RUNNING RAILWAY PROJECT ALSO SHOULD BE REVIEWED, ONLY THEN INDIA CAN MAKE THEY RAILWAY IN RIGHT TRACK. Railways, instead of implimenting basic facilities, as pointed out by William Varghese, it is interested in having bullet trains. These bullet trains need upgradation of track, rolling stock, signelling and special training to railway staff. It will cost additional expenditure of Rs.125 crores per km. With this cost, railway can build additional 25 km railway line, for expenditure to be incurred in upgradation of 1 km of existing railway line. Moreover, hardly one or two bullet trains per day will run on such line. What is the use? Instead, just by incerasing the speed of existing trains, Railways will get more rolling stocks, and more trains can be run. Our tracks are capable of running the trains at a speed of 160 km per hour. Our rolling stocks are capable of running at 120 km per hour. In our country, heighest speed train, Rajdhani Express running at a speed of 85 to 95 km per hour. Superfast trains are running at an average speed of 50 to 60 km per hour. Then why not to increase the speed of existing trains as: Passenger Trains (stopping at all stations) will run at 60 to 70 km. per hour. Mail and Express Trains will run at 70 to 90 km per hour. Superfast trains will run at 90 to 110 Km per hour. Rajdhani Express, Garib Rath and such other high speed trains will run at 110 to 120 Km per hour. I hope Railway Minister will take this suggestion in to consideration, and will impliment it soon. Shirish S. Shanbhag, Mumbai-400089. Dated: 20.7.2014 Email ID: s.s1954@rediffmail.com more
