Traffic Fines-Increase (effective September 1, 2019)? .......Any hike in bribes???????

Well, below is a list of terrible hike in traffic fines proposed by the Central Government (list is not complete):
•For Rules of road regulation violation (new 177A)--
Old Penalty – Rs 100
New Penalty – Rs 500 (minimum)
•For Unauthorized use of vehicles without a license (180),
 Old Penalty – Rs 1,000
 New Penalty – Rs 5,000 (minimum)
•For driving without a license (181),
 Old Penalty – Rs 500
 New Penalty – Rs 5,000 (minimum)
•For Driving without qualification (182),
• Old Penalty – Rs 500
• New Penalty – Rs 10,000 (minimum)
•For Oversized vehicles (182B),
 Old Penalty – New Rule
 New Penalty – Rs 5,000 (minimum)
•For Over speeding (183),
 Old Penalty – Rs 1,000
 New Penalty – Rs 1,000 for LMV, Rs 2,000 for Medium Passenger Vehicle
•For Dangerous driving penalty (184),
 Old Penalty – Rs 1,000
 New Penalty – Up to Rs 5,000
•For Drunken driving (185),
 Old Penalty – Rs 2,000
 New Penalty – Rs 10,000 (minimum)
•For Speeding/ Racing (189),
 Old Penalty – Rs 500
 New Penalty – Rs 5,000 (minimum)
•For Vehicle without a permit (192A),
 Old Penalty – Up to Rs 5,000
 New Penalty – Up to Rs 10,000
•For Aggregators (violations of licensing conditions) (193),
 Old Penalty – New Rule
 New Penalty – From Rs 25,000 to Rs 1,00,000
•For Overloading (194),
 Old Penalty – Rs 2,000, and Rs 1,000 per extra tonne
 New Penalty – Rs 20,000, and Rs 2,000 per extra tonne
•For Overloading of Passengers (194A),
 Old Penalty – NIL
 New Penalty – Rs 1,000 per extra passenger
•For Seat Belt (194 B),
 Old Penalty – Rs 100
 New Penalty – Rs 1,000 (minimum)
•For Overloading of two-wheelers (194 C),
 Old Penalty – Rs 100
 New Penalty – Rs 2,000 and Disqualification of license for 3 months
•For Not providing a way for emergency vehicles (194E),
 Old Penalty – New Rule
 New Penalty – Rs 10,000 (minimum)
•For Driving without insurance (196),
 Old Penalty – Rs 1,000
 New Penalty – Rs 2,000 (minimum)

I want the Government to clarify whether the above fines are applicable to Government officials, Politicians (whether in power or not), retired public servants, coterie of politicians, VIPs, VVIPS, VVVVVVVVV------IPS?????
Its strange that the theory of imposing hefty fines would bring down the traffic violations...…. when driving licenses can still be procured thru bribes...
Nothing moves in an RTO's office without a bribe. So when bribe is demanded for issuing driving license, why the hell one would learn the skills of driving and traffic rules. Majority of vehicle owners (public) and also Government Department drivers' don't even know how to use rear and side mirrors and also its significance.
The Government is conveniently silent on curbing corruption. B'cos that's the life line of public servants and politicians. Otherwise, what's so great about Government jobs???????????????
Starting from National High-ways (another loot in the form of Toll) to small street roads none is without a pothole. We have lousy Government departments who don't even know how to lay a man-hole... These Man-holes either menacingly protrude or lie low as an ambush predator.. Are the Governments not aware of these killer holes as major cause for accidents (for two-wheelers)????
When no Government servant is honest and sincere in his duty, imposing sky-rocketing fines will no way discipline vehicle drivers..... It would only result in hike in bribes...…
Why the Central Government is not proposing death penalty for public servants indulging in corruption instead of symbolic location transfer..????? more

No law mentions if there are draw back on part of the Govt/Municipality/Local Bodies,what punishment will be given to concerned personnel.Unless this is done no improvement can be expected. more  
Looking a common tendency of defying the traffic rules in our people in general causing fatal accidents and untimely deaths, paralising the traffic system in our cities & towns and arrogancy of the law breakers, it was the need of the hour to make a substantial upward revision of the quantum of fines. Accordingly, we should appreciate the move. However, it must be ensured that it is simultaneoudly applied on the people of all categories irrespective of their cast, creed and stature. more  
Actually the punishment charges is very low infact it must be 30 times what was earlier along with GST and all traffic police must have a small cam fitted helmet wearing when they are on duty so that online monitoring can be recorded and termination/legal action/imprisonment shall be taken against the police and traffic police involved in bribe instead of cutting challans against the traffic rules violators. more  
Law Challengers shall be punished in 30 days. Public Safety is mandate of Police and Judiciary more  
No realization. No Punishments. No adherence. Chaltaa Rahega . Political Democracy was why opted. more  
I had earlier created a post on the same subject. Subsequently, there is a statement from the Minister for Road Transport, Mr.Nitin Gadkari that the idea of the penalty is not aimed at collecting fines but to prevent the misuse of rules. This is a beautiful Statement and hope the spirit of this statement is followed by the Traffic officers with sincerity. more
