Train Late Refund Right to Pax

If train is too late to take as the purpose of travel is time-related a refund policy should be made. It happened to me once and I cancelled the trip but no refund made.
A policy should be there that if train is more than say 5 hrs late in departure, the pax has the right to take refund in full.
Similarly if the train reach the pax destination say 5 hrs late although it departed in time a 50% refund of the cost of the ticket/reservation should be made. more  

First of all any delay in Train delay in arrival or departure SHOULD BE MANDATORILY INFORMED TO THE PASSENGERS. THEY ARE THE CUSTOMERS THEY HAVE THE RIGHT TO KNOW. IF THE ACTUAL DELAY IS MORE THAN THAN THE PREDICTED ONE , THE ENTIRE PROGRAM OF THE CUSTOMER GOES HAYWIRE. THAT PART ALSO HAS TO BE COMPENSATED FOR SPOILING THE PLANS . UNLESS THERE ARE CONDITIONS RAILWAYS WILL CONTINUE THIS PRACTICE . more  
Is it not deficiency in service? Govt is charging gst why not case against railway under deficiency in service? more  
why 5 hours..5 hour late is pathetic..the highest compensative buffer should not be more than an hour...remember trains are late not for train reason but for operational inefficiency more  
We are expecting THIS MINISTRY to refund for delayed arrival? The practice of no refund to confirmed booking for delayed departure is never full. the deduct the clerkage and IRCTC online booking charges etc. Its just a way of making more money without providing service. more  
This is totally unfair. We are dealing with a government agency and why should we be charged without providing the proper service? There is a consumer protection law to protect them for lack in service. Railways declare a running schedule for trains, and if they fail to adhere to this schedule, it amounts to lack in promised service. I think we can make use of this law to claim full refund plus charges for mental harassment and cost. more  
This is absolutely right. There should be a rule that if train is late by more then one hour, full fare should be refunded. This will make concerned railway staff accountable more
