Travel Insurance for e-ticket passengers will be OPTIONAL and PAID from 01-SEP-2018 onwards.

Received below mail from IRCTC.
"This is to inform all IRCTC users that Travel Insurance for e-ticket passengers will be optional and premium to be paid by the customer while booking their e-tickets for Railway Reserved tickets from 01 Sep 2018 onwards.

Users who would like to Opt for Passenger Travel Insurance will need to click a 'Yes' option provided for Travel Insurance in Passenger Reservation Form. All passengers with age of 5 years and above will be eligible for Travel Insurance.

Please note:

Travel Insurance scheme is applicable only for Indian citizens. Citizen of foreign countries are not eligible for this scheme.
Travel Insurance amount paid at the time of booking is not refundable in any case, whatever may be the reason.

My query is - Insurance is still applicable and available for Overseas Citizens of India (OCI)? OCI's are those Indians who have citizenship of other country's but have valid OCI card issued from Govt. of India.
Can anyone please clarify on this?

There should not unnecessary charges like Insurance, which helps the Insurance company. more  
I believe insurance is now added free of cost (earlier charge @Re.1/passenger) for railway passengers who have to show their valid ID proof while travelling. What is the issue then I am unable to understand. more  
Actually now Railway is harrassing the passenger by taking so many steps e.g. inclusion of travel insurence, Flexi fare, Poor Quality of bed rolls specially blankets, extraordinary charges for poor quality food, delay in trains, removal of reservation chart without alternate arrangement in plateform or display on coaches etc But best things everyday broadcasting sensation news like decoration of coaches, biodegradable toilets etc more  
it is really disappointing that railway is searching always new ways of earning money from passengers... more  
Now the real question is , isn't the Railways responsible for the lives of the citizens being hauled by their Rakes on their tracks under the ir signal systems. In MV. Insurance their is a clause 3rd party insurance . SO IT IS THE RESPONSIBILITY OF THE RAILWAYS TO OFFER SAFETY TO THE PASSENGERS. more  
Absolutely correct. Now by defferentiating between insured and non insured passenger IR need not pay any compensation from their own pocket despite of their own fault. more
