Vehicle Scrappage - benefits and disincentives

The Govt has got this one wrong. They have come up with attached incentives and disincentives and i say it still doent work.

As an incentive, there will be waiver of the fee for issue of certificate of registration for a new vehicle, purchased against the authority of the Certificate of Deposit (CoD) issued by a Registered Vehicle Scrapping Facility for a vehicle being scrapped,"

The disincentives include: 1). Increase in the fee for conducting fitness test and renewal of fitness certificate for motor vehicles more than 15 years old. 2). Increase in the fitness certification fee for transport vehicles more than 15 years old. 3). Increase in the renewal of registration fee for personal vehicles (non-transport vehicles) more than 15 years old.

We must raise concerns on this as a community more

There are absolutely no benefits of owning a car; neither the condition of the roads nor the taxes and cost of fuel. more  
The scrapping policy has to be with a human touch. The vehicles must be examined and decision to be taken. Particularly private and petrol vehicles have more longivity than commercial vehicles. The policy needs rethinking. more  
We need to understand that not only usage leads to obsolescence, the technological advancements also create obsolescence. 15 years, mostly the cars get adequately used except for in some special cases. Such cars may Be continued till they are fit at extra cost. I stand with the policy. more  
My 118NE car that was a loving gift from my late mother had done only 32,000 KMS in 27 years since I used it very sparingly; by using my other cars for day to day commuting! This car was always looked after well and was kept very clean, maintained to be always in service and above all shining! The PUC certificate for it was always up to date and was obtained at government approved, most reliable and honest outlets! It was kept as good as new and was absolutely in original condition. Once I had taken it to the city center, where an elderly gentleman approached me and asked me whether this car was back in production (He thought it was a new car!). But the car scappage policy scared me and thinking that any delay in selling it off would cause more damage; I sold it for peanuts, which I had never thought of doing as long as I was alive! The new policy is simply not balanced and needs a review on the basis of the condition of the car and not the year of manufacturing and/or its first registration more  
There are many lovers of old vehicles and there are lakhs of vehicles that are antique. Owners have not only preserved but maintained these vehicles. What happens to these vehicles? Of course, fitness and road worthiness of these vehicles must be tested but owners should not be penalised for having an old vehicle. Its not correct to induce people to scrap their old vehicles and buy new one just to boost the economy. Its very expensive to maintain a new vehicle as you are forced to get these vehicles serviced through authorised service centres and the charges/cost of spares are too expensive. Why the Ministry does not look into the pricing of spares? They are exorbitantly high. more  
If a vehicle passes fitness/PUC certificate,
it should not be scrapped. The Govt. should
first focus on scrapping old diesel commercial
vehicles. However, all vehicles must get
fitness certificate after 15 years which should
be valid for 3 years in case of PVs. It is also
correct that many people use 2 wheelers
and PVs extensively for business purpose
and such vehicles must be scrapped even
before the standard age of 15 years like
