Waiting room fee being planned to be charged by Railways

Indian Railways had a plan to charge for the AC waiting room from the passengers. It was being planned to introduce the fee initially from the waiting room at New Delhi and Nizzamudin Railway Station. While, there is not much to say on such charging as the waiting rooms are being proposed to be on PPP Model. However, before introducing such fee to be charged from the passengers intending to utilize the services of waiting rooms, I hope Railways must have considered:
1. What will be the benchmark of railways service w.r.t delays in departure and arrivals.
2. Any penalty to be paid by Railways to the passengers for the delay beyond stipulated delay time as benchmark.
3. Do the Railways consider it ethical business of charging the fee for waiting room when the passengers are being harassed through the trauma of delays in departure of trains at the boarding points.
4. Do the Railways plan to charge fee from those passengers being affected with the inefficiency of Railways itself in maintaining time schedules.
5. Is it not ethical for the Railways to come on its own with facilities like free waiting room and free meal to those passengers which are affected due to delayed departure of train at boarding point. The ethics require the service provider to signal that it means business and are dedicated towards services and are prepared to compensate the passengers for any deficiency in service specially when we are thinking of entering into an era of bullet trains.

This is how railways earns profit and looking for ways and means to levy any fee on genuine passengers. Railway minister to investigate this and remove such charges immediately. more  
It will be attrocious to charge for waiting room. It is a room to wait for trains! more  
I don't think anyone avails Railway Waiting Rooms as a place for entertainment. Even in 8os, to go to Udhagamandalam (Ooty) from Kolkata, one had avail Madras (Chennai) Mail - reaching Madras at dawn, and to wait upto 10PM (orso) to get the train for Mettupalayam. We had to wait in the waiting room not for pleasure. Even to day, such fringe areas exist. What about missing connecting trains , because of beyond schedule running of trains? more  
Charging for waiting room from passenger is not valid. Passengers usually arrive at platform latest by 30 minutes before departure time. It is delay caused by Railways itself that they passengers are forced to use waiting rooms. Passenger who book AC class tickets have a right to AC waiting room without any charge. Only passengers who do not have valid AC class tickets should be charged for using AC waiting rooms. more  
If only proper management practices and e governance is implemented the railways will have enough funds to maintain the rooms.There is no need to charge for waiting rooms etc even when people have to wait for no fault of theirs. more
