Why Amritsar and Punjab administrators failing

the maximum number of fires, shown as red spots on map shared in the circle is from Amritsar district in Punjab.

If you know its Amritsar why isnt your district magistrate on top of his job ensuring no one is burning stubble. See video.

Fire him/her and get someone better and if you Mr. Amarinder Singh doesnt know how to manage, resign so someone else can.

Last 2 winters u have literally killed us in Delhi and with so much time on hands if you still cant sort the farmer stubble burning issue or water issue chances are you never will be able to. more

There is a plant in Barnala Aakash paper mill which produce paper with wheat starw. The company should be encouraged to put more plants in Punjab. Some rich person can import machines to harvest and roll the wheat straw , store them and later use them for making paper or other useful products. more  
People/Govt has to understand that if they burn the left over, it will generate Toxic gases. This will harm them maximum but will also harm other public which is far off specially in Delhi. more  
The proper education and guidance required for the farmers. An alternate has to be suggested to them. more  
No govt is ready to take the bull by the horns, fearing loss of votes. On the farmers' side there is no fear of law and punishment. We the commoners are left to fend for ourselves. The govt claims that it does not have funds to fulfill the demands of the farmers (for stopping the burning). Then let them stop some scheme of this area and divert the funds in the larger interest of the general public. Sitting over the problem or wishing it waway cannot be a solution. . more  
Government should provide proper guidance and facilities to the farmers for processing the waste materials in the farm areas. Government can conduct the project for vermi compost. It produces the manure from such waste materials. more
